Shenzhen is making every effort to build a "consumption center with global influence". Recently, the Shenzhen Municipal Bureau of Commerce released the "Shenzhen Commercial Network Planning (2023-2035) (Draft for Comments)" (hereinafter referred to as the "Plan") on its official website to solicit public comments.

The plan proposes that by 2030, the total retail sales of consumer goods in Shenzhen will reach 1.7 trillion yuan, and several world-class commercial districts will be initially built;

By 2035, Shenzhen's social consumption scale will be close to 2.5 trillion yuan, and it will be fully built into a world-class business district with global demonstration and leading effect, a national-level business district that drives the vitality of consumption in the Greater Bay Area, a colorful and vibrant regional-level business district, and a convenient and friendly community outlet.

By the middle of the 21st century, the competitiveness of the consumer market will reach the level of an international first-tier consumer center city, become an international consumer center city with excellent innovation and desirability, and a world-class business district will reach the world's top level.

According to the plan, Shenzhen will build a "four-level diversified" business planning system to form a four-level commercial consumption space structure of "world-class-national-regional-community-level" to meet the multi-level consumption needs of consumers in different dimensions. At the same time, on the basis of the current situation of business districts and potential radiation energy levels, volume scale and spatial layout, Shenzhen will coordinate the spatial layout of different levels of business districts and community commercial outlets, optimize the content of business formats, build direction, and build a "5+7+42+N" business district system in the city as a whole.

Among them, "5" refers to the focus on building 5 world-class landmark commercial districts (planning to build 2 key construction commercial districts in the near future: including Luohu core business district and Houhai-Shenzhen Bay business district; 3 medium- and long-term potential cultivation business districts, including Futian Center Commercial District, Airport Convention and Exhibition Commercial District, and Qianhai Baozhong Commercial District).

"7" means to build 7 national-level leading business districts, of which 3 will be built in the near future (including 3 business districts of Shekou Sea World Commercial District, Longhua Super Commercial District, and Longgang Dayun Commercial District), and 4 medium- and long-term potential cultivation national commercial districts (including Chegongmiao-Xiasha Commercial District, Sha Tau Kok Shenzhen-Hong Kong Integration Commercial District, Xili High-speed Rail Hub Commercial District, and Dapeng Huan Longqiwan 4 Commercial District).

"42" refers to 42 district-level vibrant business districts and a number of community-level convenience outlets (divided into 15-minute walk and 5-10 minutes walk).

"N" refers to multiple community-level convenience outlets. The network will be guided by meeting the commercial consumption needs of community residents, and will be equipped with a variety of business formats with basic daily consumption and quality consumption within a 15-minute walk, highlighting the community commercial characteristics of "convenience, benefit and benefit to the people".

The plan also reveals that Shenzhen will rely on the charm of the city such as industry, style and humanities to create a series of diversified commercial agglomeration areas such as science and technology consumption, fashion consumption, cultural and creative consumption, and tourism consumption.

The plan also provides specific guidance for the construction of business districts in various districts of Shenzhen.
